Maybe I'm optimistic but I think most people don't murder, rape, steal, etc. because it's against the law. They don't do it because it's wrong. Jimbo is not most people.
Agreed, but maybe I should elaborate my point a little.
There are morals, which most people acquire as a result of personal conscience developing as a result of learning what is and isn't acceptable according to social and moral creeds, beliefs, and rules, and then there are legal codes and laws, which reinforce the former and provide official penalties for violating them.
In this pederast's case, his sense of personal conscience was either never developed properly either due to poor upbringing, mental regression, or some combination of the two. Instead, given he was apparently highly sheltered and got away with acts of depravity he should have been harshly punished for combined with whatever crippled his ability to learn what actual morality is, he decided to base his morality on "so long as I don't get caught or suffer for it and it feels good, I should be able to do it".
Most people able to develop a normal set of moral values quickly realize this sort of thinking is self destructive, contrary to the values of a civilized society (what the overwhelming majority of humanity lives in to some greater or lesser degree), and an incredibly sociopathic, amoral way to view the world that leads to ill consequences and societal contempt at the very least.
Where most people who develop actual morals don't NEED laws to restrain most of their impulses to do deviant things because their own inherent morality does a reasonable job of restraining said impulses (with laws merely serving as an additional safeguard), in this case it's basically the only reason why this horrorcow has (to our knowledge) not done anything else that is illegal and immoral like raping another child, as he doesn't care about whether it's morally wrong, he just doesn't want to suffer consequences for breaking laws.
tl;dr: If it wasn't for legal consequences for raping children, I have no doubt whatsoever he'd do it again ASAP.
