We ALREADY have a huge literacy issue and loads of kids that are unable to sit still for 20 minutes. I don't think allowing their mostly uneducated parents to "learn them" is a way to improve things.
How about providing incentives for school attendance, volunteering, part time work? I think that would be more practical/effective.
One example of improper incentives that exist in our welfare system is that aid is not progressive and it is based on hard thresholds. This leads to a situation where if someone makes $19,999/yr they get lots of aid, but add $1 and they make $20,000/yr and they are excluded. This leads to really stupid situations where people turn down a job because they will lose their aid.
Government welfare was never meant to support families through the generations, but that's what it has turned into. There are some people proud that they are freeloaders and even talk about how they are scamming the government for free money. It's pretty sad because they are just sacrificing their own chances for success. Sure, working a minimum wage job isn't glamorous, but hopefully it's just the first link in a chain that takes people to an actual career.
