Obviously he IS getting care. He's had caregivers for a very long time. I have a hard time believing it's 24 hour though.
He definitely IS getting care, and it definitely is NOT 24/7.
I was thinking... what kind of help actually WOULD benefit Andy, and people like him?
It doesn't exist, but something like a psych NYC SRO (aka Dog Cage Hotel), but set up for crazies, not just where they wind up. 8' x 8' x 8' high with a chain link ceiling room, security guard and manager at the door, shared kitchen and bathroom with 20 other guys.
It would need to be like minimum security prison with work release, and have strict rules including:
-Participation in the Program stays the charges of harassment, coercion (Rape by Deception), misuse of 911, uttering and writing false statements, terroristic threats, indecent exposure, and disorderly conduct, for as long as he remains in it. His other choices are prison or the street.
-He must sign a sworn statement that he does NOT have autism or incontinence, and faking symptoms thereof will result in removal from the Program, and remand to a medium security State prison to serve out his sentences.
-The Program staff will thereafter assume guardianship and representative payee status for as long as he remains in it. He will be issued a prepaid debit card, with all spending tracked by Program staff. No ability to withdraw cash.
-He must enroll in adult day or night school, and finish his Special High School Diploma, or his GED.
-He must be working, volunteering, or any combination thereof for at least 35 hours per week. He shall not work in foodservice or restaurants. At his places of employment or service, he must not be allowed unsupervised contact with minors, nor any contact, even with supervision, with raw or prepared foods, kitchens, or anywhere he can come into contact with diapers.
-He will be allowed no unsupervised Internet access. Supervision is not parental controls, but someone standing over him watching. He will surrender his devices, and only be allowed a "dumb" phone, with no Internet capabilities, and pre-approved numbers. Even a single false 911 call will result in removal, and remand to prison with an additional misuse of 911 charge.
-A maximum of one hour of supervised television or internet access per day, in common lounge area. A library shall also be provided. Unlimited access to a chess set, and approved books, newspapers, and periodicals.
-Curfew between 9pm and 7am. Daily room inspections at random times for contraband, such as pornography, diapers or autism props.
-Joint responsibility for cleaning bathroom, kitchen, and lounge; sole responsibility for cleaning room. Refusing to clean shared spaces converts curfew into work release only, and suspension of television and internet privileges until his work is deemed satisfactory.
-He will do his own laundry, and prepare his own meals.
-If he soils his bed or room, he must clean it up immediately. If his mattress is ruined, he will sleep on a metal prison rack for the remainder of the month, whereupon the cost of a new mattress will be deducted from his funds. If he does it again, he is remanded to a secured nursing home, or removed from the Program and remanded to prison.
