TL;DR there is no real method for an end user to prevent DDoS attacks and it can pretty much only be done at ISP-level. Especially since Phil has a shitty ass cable internet connection, if someone legit found his IP and targeted him he would have no option but to call out comcast to get a new IP. You could stick a $100,000 server setup at phil's house and he'd still get taken out by any legit DDoS attack.
