Nothing, as we say, is ever that simple. What usually starts in harmless territory, on the internet, can quickjy wind up anywhere but. We need look no further than this thread for a painful reminder of why that is. In the case of shit like Shota and/or Loli, the stuff is often used, the same way cub porn is (for the furry community) and "Pre-Teen Models" (a term I admit to never having known prior to covering Nyberg) is: as a way for Pedophiles to get as close as they possibly can to their raison d'etre without actually breaking any law.

Honestly, it's a huge upward-hill fight when trying to say that lolicon defines you as a pedophile. There's little to no research on it due to how taboo the subject is, for instance. So until the research for this has been written (or someone here can bring up research on lolicon or a very similar subject), then for the moment, I would say lolicon is just somewhat more of a orange flag than a red flag.
Now, if we're talking what Shadman does, with how he draws real-life minors and has the defense of "They're 18 in my works." then yeah he does have some mental problems to him. He can say he's wanting to troll people all he wants, but this sort of art can actually bring harm to that real-life minor. Such as people obsessing over them, the minor and/or their parents being upset at the content, and so on.
