That was the issue, it seems. They probably told him "Look, we don't know what you have, but it's definitely not gender dysphoria. You need major psychological counseling to figure it out, but trust us, a gender reassignmnt surgery won't fix whatever is troubling you. You will also need to be weaned off the illegal hormones derived from horse urine you've been injecting before we can reassess your case again, but you wrote on your form that you refuse to do so."

He's tried to get the Canadian Healthcare System to pay for his surgery. But he's been deemed too mentally unsound for it.

He COULD pay for it himself, because there are a lot of places that will do whatever surgery you have the cash for if and sign the consent forms.

He even had a (Successful!) kickstarter for such a surgery, but decided to pocket/spend the money instead of paying for said surgery.

Instead, he just keeps applying for the surgery with the Canadian Healthcare System, in hopes that they'll eventually cave and approve him so he can make "This is totally what I used the Kickstarter money for! See!?" posts and appear legit.

Seeing some of the people/lolcows that have actually managed to get reassignment surgery, Billy has to have something serious on his medical record to keep getting denied SRS. I'm guessing he left some bad and unconvincing impressions on therapists and either is diagnosed with sort of personality disorder he keeps under wraps or he did something that landed him on a "do not give this person SRS" list.
