This is a bit inaccurate in regards to the law. Age of consent in the vast majority of states is 16, and that's consent with anyone, with few exceptions, like your boss, for instance. Only like 10 states have the AoC at 18. Romeo and Juliet laws are in place to protect teens that may otherwise be committing statutory rape, an example would be a 15 year old female under the age of consent having sex with a 17 year old male who is above it, or two 15 year old teens who would be by an odd legal technicality both be committing statutory.
Not to say that a 30-something year old guy going after a 16 year old girl is not creepy or likely to be abusive, just that it's not illegal in most states. In Illinois, where CA is headquartered, this sort of thing would be perfectly legal, albeit very unsavory.
