Even the good stuff from that era has that aura to it. Must be that it was simpler. Digital art was just becoming a thing, so people didn't know how much you could do with it and a lot of them weren't professional artists, so the traditional stuff also had a bit of simplicity to it. It's probably that DIY aesthetic that shows that anyone could get there if they try hard enough that makes it oddly charming.
