Except that 3.11 and NT were for businesses, most of which were still using ten-year-old IBMs because they were built to last and weren't likely to upgrade in the middle of a recession. It wasn't until the internet took off in the second half of the 1990s that IT improvements came along as cheap and efficient networking, and Microsoft was under DOJ investigation and working on Windows 2000, the best OS they ever made.
