Yes, it was started in the early days of GamerGate. People with minority status (in the US at least) took to taking pictures and posting them on twitter with that hashtag.
4chan started it. As far as I remember, though, it wasn't to troll. And to be fair, that hashtag was half people actually using it and half sockpuppets. That said, the main people speaking out against it were people like McIntosh, Quinn, Sarkeesian, and Schafer. Not exactly proving it wrong.
