It's this weird thing that Americans (and apparently Canadians also) do all the time in their writing, where they will say "I'm going home to Europe" or "I'm from Europe" or whatever, which is just an extremely unnatural and bizarre thing to say. You'd never see a Japanese or Chinese character say "I'm going back home to Asia" because it's weird. But with characters from any country in Europe, it always seems to happen. I've seen it in Marvel comics several times, like the recent Alt-Right version of Red Skull lamenting how he "went home to Europe" and it was overrun by muslims. While technically correct that it's a problem across all of Europe, him saying "home to Europe" is not a natural thing anyone would ever say.

I believe that there are even in Western Europe places where at least his bitching and professional victimhood wouldn't fly. Especially rural areas tend to be more conservative. The people can be tolerant to some extent, but that ends quickly when you try to pull your guilt tripping shit on them. And Billie knows nothing about Europe, he had been just in the large cities or the country's capitals. Outside of them, things can look very different.
