Dogs often do identify by sight, but if this guy was dressing up that often, surely the dog would have gotten over it at some point.
Animals can get fixated on minor details that humans more easily contextualize. It's possible that something about the guy's getup is what actually freaked out the dog, like if the dog is spooked by high heels or blonde stripper wigs or men who look ridiculous in drag.
A solution is to give them some sort of accommodation. Putting up a troon in a cheap motel for a night would surely be cheaper in the long run than paying out legal settlements to the women harassed or assaulted by him.
My experience with homeless troons is that most of them are profoundly mentally ill men who are trying to use transition to solve their problems, and mentally ill homeless men (regardless if they've trooned out or not) are not safe to be around. This is always the number one reason cited for why homeless men "can't" use shelter services when offered, because a lot of men in shelters are crazy and violent. But apparently women are supposed to endure that shit in a women's shelter.
