The chances of ionizing radiation causing genetic mutations THAT specific are incredibly slim. Ionizing radiation damages the DNA present in cells, it doesn't give you superpowers. If you want to gauge the impact of Chernobyl on Croatia, you'll have to look at cancer rates and birth defect rates from before 1986 to after 1986.
