I think they're just disinterested idiots and uninvolved fathers. (I hope so, anyway.) These mothers seem to never expose their sons to "traditional" masculinity. Our current culture doesn't really seem to think little boy stuff and little boy masculinity is cute. Your daughter can be "proud" she's a little girl, but a little boy isn't allowed to take pride in little boy stuff, like being playful, athletic, and tough. I think it's fundamental to a healthy self-image to take pride in who you are rather than this emphasis on "becoming."

Leotards are used for dancing because they're comfortable. Look at so many gymnasts and what they wear. The next comfortable thing to it would be naked, but nobody sane wants to see naked minors on tv (because it's illegal and creepy). Also, male gymnasts have similar attires, but because they perform different, the clothes are also different. No big deal.

Now, if she means dance in which child are sexualysed (aside from beauty pageants), most people I know are completely against it and know all blame goes to the trashy moms who are using and exploiting their kids for relevance. That show "Dance Moms" is absolutely awful.
