My guess based on logic is 'no', but I am curious since I'm not legally literate in the least.

Marzbrain needs to be a target, if for nothing else than she's sort of the glue holding a lot of the conspiracy together. As others have said, she links Hanleia to the hashtag to the unpersonning that follows. You could say she proverbially lit the fuse or pulled the trigger with that hashtag. I agree she may not be a target for absolute devastation, just enough to get her to roll over on her friends, but for that to happen she must be targetted to get discovery of all the conspirators she's coordinated with. If she rolls over, great! If she doesn't, she'll get analyzed even harder (yes, read analyzed both ways that it can be). Discovery on her is a must to corroborate what is known or suspected and probably to be used as a benchmark for anything she says later if she does turn. While I'm not saying these people are smart enough to do it, it is possible for someone to pretend to turn and attempt to feed false information. It would be horrendously stupid for them to do so, but we're talking about people who live and die by misinformation.

MarzGurl has her presence in a lot of these circles. I'm not sure about the voice actors, but she has connections to ANN and her Channel Awesome colleague, Beth Elderkin, wrote that i09 article. Again, it really disturbs me how all of these people are at varying degrees of connection to each other.

At least with Vic, the only connection he has is with Reuben Langdon, who appeared in Star Trek: Continues and sometimes is in the same con. Well, there's Todd Haberkorn as well but "war makes strange bedfellows" describes that relationship.
Prior to this, Nick and The Beard himself had no connection whatsoever with Vic.
