Utica police detail Bianca Devins murder; attempted suicide of boyfriend Clark
The Utica Police Department said Brandon Andrew Clark, 21, has been charged with second-degree murder in the death of Bianca Devins, 17, of South Utica,

UTICA — A Bridgewater man is accused of killing his girlfriend on Sunday morning and posting pictures of her body with slashes to her neck on social media before trying to take his own life in front of a police officer.
The Utica Police Department said Brandon Andrew Clark, 21, has been charged with second-degree murder in the death of Bianca Devins, 17, of South Utica, in what police called a murder and attempted suicide.
The two were in a “personally intimate” relationship that began on the social media site Instagram about two months ago, police said. They had spent time together and met each others’ families, according to police.
Devins graduated from Thomas R. Proctor High School in Utica in June and was planning on attending Mohawk Valley Community College in the fall.
Her family released a statement Monday afternoon: “We are very grateful for the outpouring of love and sympathy we have received from our friends, family, Bianca’s friends and the whole community. Your prayers help to strengthen us through this difficult time.
“Bianca, age 17, was a talented artist, a loving sister, daughter and cousin, and a wonderful young girl, taken from us all too soon. She is now looking down on us as she joins her cat, Belle, in heaven. Bianca’s smile brightened our lives. She will always be remembered as our princess.
On Sunday, the start of the Boilermaker 15K Road Race and the wheelchair race were delayed for about 20 minutes after police discovered the murder.
Police said that Devins and Clark attended a concert in New York City together at about 7:30 p.m. on Saturday and left around 10 p.m. after an argument apparently broke out in the city that police believe led to the murder, police said.
The argument apparently continued after the two arrived at Poe Street, ending only when Clark used a large, black-handled knife to stab Devins to death, police said. Clark is then believed to have taken photos of Devins, which he posed on the online platform Discord, police said.
Two people then saw the photos and contacted Utica police, who have now authenticated the photos, police said. Clark also called police, making incriminating remarks, threatening to kill himself and telling police where to find him, police said.
Police were dispatched to Poe Street at approximately 7:20 a.m. for a welfare check. The first officer arrived found a black SUV with Clark lying on the ground next to it in a wooded area at the end of the street, police said. As the officer approached, Clark almost immediately began to stab himself in the neck with a folding knife, police said. He then laid down on a green tarp on the ground some distance away.
The officer noticed brown hair coming from beneath the tarp and asked where the injured female was, police said. Clark said she was under the tarp and took out his cell phone, police said.
Police believe that he then took photographs of himself lying across Devins.
Other officers then arrived, disarmed Clark and took him into custody after a brief struggle, police said. He was taken by the Utica Fire Department to the St. Elizabeth Campus of the Mohawk Valley Health System where he underwent emergency surgery, police said.
He was listed in critical condition, but upgraded today to serious, but stable condition, police said.
After Clark was taken away, police then began their investigation, finding Devlin’s body, with extensive injuries to her neck, under the tarp.
Several knives were found on the scene, police said.
Police do not have a time of death for Devins but believe she was killed inside Clark’s car and later moved to the ground, they said.
Other charges may be considered against Clark, who has not yet been arraigned, police said.
Police are working with social media platforms to address the distribution of the photos, they said.
This was the fifth murder in Utica this year and the fourth female victim.

Clark had posted about his plans to die by suicide on social media on July 14, just hours before Devins was killed.

Police said Clark then called 911 on himself and “made incriminating statements with respect to the homicide. The police statement continued:
“He also was alluding the fact that he was going to harm himself. After determining that the calls were originating on Poe St in City of Utica, officers were dispatched to that location. Poe St is a dead end street, which runs east to west from Culver Ave. The street terminates into a wooded area where the first arriving officer located a black SUV with a male lying on the ground beside it. The officer approached this male, and almost immediately, he began to stab himself in the neck with a knife. The officer requested emergency medical care, and the Utica Fire Department arrived soon after.
“After attempting to injure himself, he laid down across a green in color tarp that was on the ground some distance away. The officer immediately noticed brown hair protruding from beneath the tarp and inquired as to where the injured female was. The male advised him that the female was beneath the tarp, and proceeded to pull out a cell phone. It was at this time that is believed that the male took self-photographs of himself laying across the deceased female.
“Other officers arrived within moments, and together they engaged the male. They were able to disarm the male, and after a brief struggle, they took him into custody. He was then transported to St. Elizabeth’s Hospital where he underwent emergency surgery. His injuries were severe; however, he is expected to survive.
“As more personnel arrived on scene, the investigation commenced. Officers and investigators needed to verify the condition of the female underneath the tarp, and as such, it was pulled back. Once this occurred, it was learned that a young female had suffered extensive injuries to her neck, and was obviously deceased. Numerous items of evidentiary value were located immediately around the body, as well as in and around the black SUV.”
According to police, “On Saturday July 13th, 2019 the two had planned to go to a concert together in New York City. Information that we have received is that they in fact did go to the concert, arriving around 7:30PM. They left the venue and proceeded back to Utica sometime after 10:00PM. Sometime during the early morning hours of Sunday July 14, 2019 the two arrived back in Utica and proceeded to the Poe St location. Clark and Devins, who had been dating after meeting on Instagram about two months ago, had attended a concert together in Queens on Saturday night before returning to Utica, police said.
"It is believed that some sort of argument ensued at the venue that precipitated the following engagement between the two," police said in a statement.
Clark allegedly killed Devins before posting photos of her body on Discord, police said. Numerous people who viewed the images called police and Clark also called police, threatening to harm himself, Coromato said.
Authorities found Clark in his car and, as police approached him, he stabbed his own neck with a knife, police said.
He then laid down on a tarp on the ground, and police saw brown hair beneath it. When authorities asked him where the girl was, "the male took self-photographs of himself laying across the deceased female," the police statement said.
Officers were able to disarm him and he was taken into custody. He was taken to the hospital and treated for his injuries, which are not life threatening, police said. He is awake and talking with police but has not yet spoken in detail about the incident, Coromato said.
Devins was found beneath the tarp with neck injuries and was confirmed dead at the scene.
By Monday, Instagram had removed images of Devins' body and Clark's Instagram page, @yesjuliet, had been taken down.
"We can confirm that the images distributed of both the victim and the offender's injuries are authentic and occurred at the time of the incident," police said. "We are actively working with the various social media platforms to address the sharing and distribution of these images."
Devins' sister, Liv, paid tribute to her sibling on Instagram Sunday.
"You were the best sister anyone could’ve ever asked for. Thank you for always being there for me. Thank you for being the best sister I could ever imagine," she wrote, adding, "Rest easy, I love you so much forever and always."
In a statement, the Devins family thanked people for their support.
