Combination of reasons:
1. In order to qualify to enter certain races, you must have already competed or placed in x number of races that season or the previous season.
2. Women's categories generally suffer from a smaller participation pool. If a stunt like that was pulled such that only 2-3 troons raced throughout the entire event, event organisers will simply cancel the womens' races going ahead, and that will just make reason 1 even more difficult.
