A lot of Japanese voice actors are really old and they always stick with the original actors as much as possible. There's also the VA for Minnie Mouse and she voiced the character for most of their life until her death.

They are also against replacing VAs if they can help it because in KH3 the VA for Phil died before he could record his lines so instead of replacing him they chose to keep Phil silent out of respect.
