So they want to make sex itself a crime. Consent is just an affirmative defense to it. If you can't prove consent in triplicate and notarized you go straight to prison.

This makes me think of that sci-fi trope, in which there are 3 separate sexes required for reproduction. Only in this case, the NZ equivalent of a notary becomes the 3rd sex as one has to be present in order for consent to be recorded and thus sex to occur. Imagine, after a generation or two of this, some people would find it normal. Only deviants would participate in hot one-on-one high-legal-risk sex, doing it for the rush that they could one day go to jail for the act.
