It didn't even work under him, since both the courts and legislators pushed back to the point where despite the fact that the GOP were considered poison due to being in office when the worst of the Depression came around, won a pretty big shift of over 80 house seats, 7 senate seats, and a refuckingdiculous 12 governor seats. Sure, FDR still held both houses, but the margin dropped hard, and a good portion of his own party (the dem's conservative wing) upfront refused to work with him through a lot of that congress.Packing the courts could work during FDR, partly because most people seemed to want his policies, but also partly because it was harder to dissent.
If the Dems tried that shit, the same fucking thing would happen, probably even harder too given that at least FDR was really liked before he tried to rig the system to force his shit down peoples' throats.
