I don't know if they have more nerve endings, but at the very least, if the head of the penis and the clitoris are analogous structures, the same number of nerve endings are distributed across a larger area (the head of a penis being like a quarter and the clitoris being smaller than the eraser on the end of a pencil), so if you chop the penis head down to the smaller size, you have proportionally less sensitivity. (Assuming you didn't accidentally nick some essential sensation carrying nerve in the process. )
