I think the only characters Monica can truly claim to be her most popular are Momoko from Ghost Stories, and Stocking. It's honestly quite amusing that she has hundreds of roles to her name, but people will only ever really remember her for a small handful of roles--which is normal and to be expected. Actors in general are going to be known by a small handful of roles in their lifetime because those are the most public, most profitable roles. Only fans will go out of their way to watch a movie or television series just for a glimpse of that actor in a supporting or cameo role, but even then, those fans are going to remember that most popular role the most.

You can have a large list of all of your roles to show off to people all you like, be proud of how prolific you are, but it's going to make you look egotistical and/or ungrateful if you get mad at others for only recognizing one or two characters/shows of yours on that list.

But then so did a lot of VAs of the era. Just another face in the crowd. Ultimately, Monica never got that one 'make me famous' role because she's not some phenomenal talent. At best, she's competent at a trope role. You can get everything she can give as an actress in any high school drama club around the world. Squeaky voiced frantic females aren't exactly a rarity and as a VA, real-world looks don't matter as a selling point (even before she hit the wall).
