Slight powerlevel I guess but I have a dog. She'll boop people with her nose, sniff clothes and likes to lick my hand if I let her. Key part is if I let her. If my hand is just at my side or dangling, she might try to lick it but she won't just go for it, she'll move in slowly, maybe lick a little, and if she's not called off she'll keep trying. What she won't do is go straight to full on excited lapping like this dog did if she concerned about being told off. Dogs know when they're doing something they shouldn't be doing. Even when they chance it they'll be cautious.

The tl:dr is that yes, it's likely this dog has been allowed to do this before because it has zero worries or hesitation about doing it.

Edit: Rewatched the ItsAGundam video.
