Jameel is obsessed with a woman who lives "on the dead-end road." I think he's trying to say she lives at the end of a cul-de-sac. He thinks that she loves him and has always loved him. She is around 21 and has red hair. They originally met "3 or 4 years ago", have not spoken since, and he does not remember her name. He lives with his mother in Michigan.
So his "future wife's" dad is The Seedman, and he apparently wore a black jumpsuit while seeding his yard while interracial children ran around in the yard. Jameel has interpreted this to mean that the father is attempting symbolize his daughter having interracial sex with black men, to piss Jameel off.
The entire family, of course, is a unit of government gangstalkers, except for the daughter, who is only working with the gangstalkers because her father is forcing her to. In Jameel's reality, she is deeply in love with him and he can tell that she's in love with him by the observing the subtle signals she's sending him. To him, her gangstalking is simply a passing fad or a temporary job and something that they, together, must "grind through."
Well - that's usually the story. Sometimes he believes that even The Seedman is being forced to do the gangstalking, but there are times when Jameel claims that The Seedman supports his "Permanent and perfect" love for his daughter.
"You will have this love everyday of your life. The sooner the better. I wanna see you turn red, that's what I'm talking about."

@Feline Darkmage, Jameel was arrested for stalking these people a few days ago. That's okay though, because it's all going according to plan. You see, by being charged, these gangstalkers will have to face Jameel in court, and he's going to "Go Johnny Cochran" and "Godzilla" on them, which will force them to shut down the entire gangstalking program. His computer and cell phone has been taken away and he is now using his mom's laptop.
"I haven't spoken to you in 4 years. I don't even know your name. And you can't walk down the street with one of these guys and look me in the eye? You can't do that? ...I bet my life I - if they went to jail right now, they'd be sucking dick in the showers by tonight."

In this video he provides some backstory. At some point in the past (Back in "the winter") he said something about the family and the girl that offended them. In order to make up for this, he sent her flowers twice. As a result, he was forced to move to Phoenix for a time. But he's back in Michigan now, pursuing the love of his life once more.
