Absolutely the problem. And most reserves are made up of 5-10 clans. Clan A will always cover up for anything their clan or allied clan B C or D do, even deviant shit like kid diddling. Meanwhile, clan E has the chieftainship, and syphons cash off to his clan as well buddies in clan F and G, fucking over clan C because of some personal grudge, and thus everyone in clans A-D fuck over clan E whenever they can. But clan E covers for whatever nefarious shit they do, not just clans E-G, but A-D as well, since everyone has enough goods on everyone and the gibs might dry up if it hits the media that cousin Frank has been molestiing five year olds for years and pimping them out to everyone on the reserve.
