What is the process (is there a process?) for removing a state from the union? Is it two thirds of states like a constitutional convention or all states like a new state joining?

I mean I know its just Schiff being a moron and its obvious that the President can not just sell a fucking state, but just how many hoops do you need to jump through in order to kick a state out?

On another, note, wtf would you even bring this up in an impeachment trial? Trump can't possibly sell Alaska off without consulting Congress and there is no goddamn way Republicans would ever agree to sell off a Republican state to Russia (that is looking at it purely from an electoral perspective) never mind allow them to set up shop there as soon as they acquired it. He has lost his damn mind.

Technically speaking, there is no process for expelling a state from the union. It's perpetual, meaning once you're in, you're there to stay.

You could, however, make a new state from part of an existing state, or merge a state into another state, but it would require a majority vote of Congress to sign off on it.

I would assume it's a joke or exaggeration, similar to when he 'lied' about what Trump said on the Zelensky phone call by paraphrasing a ridiculous amount. He's not insane, just flamboyant and loose with the truth to the point it makes him appealing to far left Russophobic lunatics and great campaign material for Republicans. Somewhat suspect he gets some popularity too from being mocked by right wingers, similar to what happened with Alexi Cortez where Democrats ignored all the mocking of her and assumed if right wingers were talking about her that she was doing something right.

Edit: Also Schiff has had a thing for screenwriting over the years.
Schiff mostly sticks to business with his staffers, but they all know that he was a movie buff long before he became the congressman from Hollywood. (Several years ago, his holiday gift to each staffer was a DVD of “The Big Lebowski,” which Schiff often quotes.)

It’s less known that, like many lawyers in Los Angeles, Schiff has been writing screenplays on the side for years, which together amount to a kind of autobiography.

The first was a post-Holocaust story called “Remnant.”

As Schiff recalled, “I had an agent at William Morris tell me it was good but no one would want to see it — too depressing. Then ‘Schindler’s List’ came out, and I was, like, ‘Come on!’”

His next, written when he was a prosecutor, was a murder mystery called “Minotaur.”

“I had a friend who was a producer, and he said there were two answers in Hollywood — ‘Yes,’ and ‘Here’s a check.’ I was getting lots of yeses.”

But perhaps there is hope for his third.

“It’s a spy drama,” he said. “That one is a work in progress.”

If his hobby involves this more flamboyant writing involving spies and murder mysteries then it may have leaked into his professional life so he tries phrasing things like he'd imagine it'd go in a movie.

The process is you declare independence and threaten to shoot anyone who tries to stop you.

And even when 11 states try it at once, it doesn't work.
