No, it isn't true. During the middle ages most Jews living in Europe were forced into small, isolated ghettos. They were not allowed integration with the rest of the populace. Maybe since people don't want to be killed he could use some sort of police? Since this is such a large project, killing 5% of the population is 350 million people or 23 billion liters of dead people it would make sense to kill all these people in a facility able to dispose of the bodies quickly and cleanly. Moving that many people to only a few facilities would mean you should probably use cargo ships and trains.

In a modern, civilized society we should be able to generate a place for everybody regardless of whether or not some elitist prick deems them worthy of existing.
