If her daughter was in her time out chair, what was that *thunk* sound we heard before she started crying? And if she really had been in her time out chair, why didn't Amy wait until the time out was over before she started to film? It was very clear from the abrupt change in expression in Amy's face that she got up and smacked her butt because she was annoying Amy.
A smack on the butt as punishment for breaking the rules is one thing. A smack on the butt for the crime of annoying your mother by crying because you hurt yourself while she puts on her happy persona for the camera is something else.
Physical punishment, including spanking, tends to cause discipline problems. Then the parents escalate the physical punishment to address the behavioral problems in the kids, and the kids get worse, it is a hard pattern to break. It might explain why the children seem feral.

The most important thing with disciplining little kids is consistency- you don’t spank them for getting out of the time out chair, you put them back in it. Again and again and again. Is this incredibly annoying? Absolutely. But it works, eventually. Amy has no consistency in her “punishments” which mean the kids have no idea what the consequences for their actions are, which makes it hard to connect the disciplinary action to the rule break in the first place. She has no patience for actually teaching them and spanking is instant punishment gratification, never mind that it isn’t effective long term.
