Not to give Dobson any credit since he’s just parroting what others said, but that is a indeed a fetish comic. If I recall correctly the source was some dude who had a huge bimbofication/de-bimbofication fetish and commissioned a ton of artists off deviant art to make comics of beach babes turn into nerdy girls and nerdy girls turn into classic bimbos; the comic shown was one of them that some chick on Tumblr copy-pasted onto a different post without that context.

That "Happy Pride Month" redraw is by the same artist (sortimid) who did the original sequence. That sequence has a bit of an interesting history, being picked up for various reasons by feminists, woman-haters, Youtube personalities, and even a US Air Force Base.
