I wonder what was the original context for that YTMND (if it was from 2008 or maybe 2012?) I mean Biden was Obama's VP but most people just thought that he 'existed' and didn't really think of him much until recently.

Considering how airbrushed he was in all the photos during the early Obama era I made the joke that Biden was not one man but basically any stereotypical looking old white man they could pull from the crowd.

I came across it in the summer of 2008. The TI song had just came out (late July) and people quickly made the joke. I showed it to some of my close friends and they all got it immediately, we all knew who Biden was. We were all ridin' with Biden. He was seen as the cool, hip boomer who loves Ice Cream. Very likable.
The meme worked because people were fired up for Obama, and Biden actually getting in. It wouldn't have been as effective in 2012.
 
It never gets old, seeing the classic "once those boomers die out then WE'LL be the majority" cope. They're either willfully ignorant or blissfully unaware of the longstanding trend that people tend to become more conservative as they get older, generally because once you have a house and a family to support, you'd rather keep your money than have the government redistribute it for you. The boomers they deride today were the hippies and commies of yesterday, and the same thing will probably happen to most of them too.

How does the saying go? "If you aren't a socialist in your 20s, you have no heart; if you are a socialist in your 40s, you have no head." Where does that put Uncle Boiney?

Probably diversely. Gen X had the benefit of at least absorbing the aesthetic of authentic rebellion as their sort of trademark coming-of-age social trend... Gen X's formative movies and media are full of outcasts rejecting labels and going their own way. While this doesn't mean every Gen Xer actually did that, it did put the idea in their head, so I think they tend to be more likely to have let their circumstances dictate their political views, and you have a broader spectrum of conservative, liberal, and leftist voters amongst them.

Millennials meanwhile are the Harry Potter generation, whose rebellion against authority is always on behalf of another authority they prefer more. Their resistance against being told what to do is always with the caveat of them still wanting to be told what to do, just by someone who's telling them to do things they think they should already. Their rebels are rarely sincere outcasts but instead popular, beloved icons who become something akin to religious figures to the resistance they inevitably form. They actively want to be labeled and demand their labels be acknowledged. They rage on behalf of the machine.

I wanted to be sure I got the quote right, and in the process I learned that while the origin isn't 100% certain, it dates back in some form or another to the late 19th century, if not earlier. Originally it seems to have been in reference to the French Revolution, and over the years different variants have been attributed to various figures like King Oscar II of Sweden or Winston Churchill, although not usually a direct quote. While the version you posted is the one I've heard the most, I picked the formulation that best described Bernie Bros and ol' Uncle Boiney himself.
