Pretty much all forms of doing meth is near-immediate, especially smoking. You'll feel euphoric almost immediately after exhaling. He does seem a lot like he's on meth, having known quite a few tweakers. The way he wiggles his jaw and his eyes dart around especially seem methy to me.
