The trustee would receive his income, pay his debts, then Phil gets his budgeted amount to live on. The beauty about this arrangement is that every extra shekel would go to his debts. In a traditional 13 plan, there is a little wiggle room for a couple hours of overtime here and there. It literally makes no sense to give help to someone that has declared bankruptcy because he carries nearly half a million of debt.
I would assume Phil's income of ~$110k is too high for any stimulus checks, but who knows.
