China was simply the first country to detect it thanks to their world-class medical facilities. Earlier deaths in America were attributed to influenza or dismissed as "viral pneumonia" because their third-world healthcare systems lacked the testing capability.

Now, when you go to a foreign nation, like China, known for have poor sanitation and medical care, especially during deployment, you go through something called POM.

Now, during this time, you are COMPLETELY checked out. Anything more than a slight cold, and you are listed as non-deployable and put on the reserve list. You get ALL your shots. Anyone showing something odd, which would be influenza or viral pneumonia, would be IMMEDIATELY sent to the nearest Army Medical Center. There, they would be tested to see if there's going to be an outbreak.
Viral pneumonia is an INSTANT no-go. You are immediately hospitalized and treated, as this can spread like wildfire through close quarters living, which the military does quite frequently. Since viral pneumonia can damage a soldier's heart, costing Uncle Sam a lot of money, they take it seriously, unlike pollution goblins.
Influenza is a minimum of 5 days quarters, which is... ISOLATION. Then another check. Overseas, they don't fuck around with influenza as it can put an entire unit out of commission.
Now, once you land, you are warned about various diseases. While you are there, any disease with a fever is immediately moved to the medics. Any temperature or infectious disease is immediately moved to the nearest US military care facility, as non-American often don't have the facility or do not take it seriously enough because LOL American, to trust.
No medical officer would actually trust pollution goblins not to eat his soldier's boots and sell the guy's organs on the black market.
You claims, while fun for the conspiracy theorist, hold absolutely no water to anyone who knows anything about foreign military games or the way the US Army deals with infectious disease.
