Vic's too nice, he wasn't going scorched earth during deposition. He probably should've named them anyway (the names would've been redacted except for the autistic lip-reading), but slow-burn tension hurts because the people in the know are stressing out. It was a "close call", but they don't know when they're going to be ousted, so they're getting paranoid. And paranoid people, who think they're always on their guard, are not as careful as they think they are. Those people he declined to name are or will be revealed in due time, and it must be eating them up inside.
