Or riots. Rioting isn't the language of the unheard-- it's the language of the people who want an excuse to loot and burn stuff down. People might die or get grievously injured from the riots, which would outright justify severe police action short of killing anyone, which makes them look better and covers up any systemic issue needing to be addressed.
