Defense spending is only ~15% of the federal budget. It's more than education, afaict, but defense is not the primary issue with the availability of federal resources.

SS/Medicare/Medicaid combined are more than half the federal budget. Most federal spending has nothing to do with discharging their duties, it's transfer payments.
