doesnt matter, geneva convention only applies to actual wars.
like, that convention also bans hollow point ammunition because it is considered cruel, so armies can't use hollow point ammo, but civilians and police forces can still buy and use it at will.

I attended the Trump rally last year and looking back, it was ominous, especially the aftermath. I remember cops in riot gear standing guard at the light rail station leading away from the stadium, making sure people could board, and protesters were trying to block the train from leaving too.
