I somewhat agree in that it's stupid to show the protestors that you don't even have mags, but open carry is perfectly legal in a lot of states.

open carry means slung, some states slung on your back. you're not supposed to carry it your hands.

I think it has to do with something that had been happening to the military for years.

They act like the lower enlisted are stupid children. The officers no longer trust the enlisted to carry out their orders, which is why you see so much dumb fucking shit on the MilitaryWTF sites and accounts.

They no longer trust Private Snuffy and Corporal Beetle not to choke on their own tongues because the officers are the precious metals of the military with their college degrees, not retarded enlistedmen.

So they probably sent them out without their basic load, figuring if things got tough they could run to the LT or the LT could run to the CO, get the ammo, run back to the First Sergeant, who will give it the Platoon Leaders, who will hand it to the Platoon Sergeants who will...

...the whole squad's dead.

EDIT: Before you think it wouldn't happen, more than once a CO or even a BCO has confiscated all the ammunition and sent the entire unit into harms way without ammo in fucking war zones. National Guard are ESPECIALLY known for this.
