Why not just spend all of it on unspecified "fees" and salary for the operators? Is there any transparency on how the money is being spent, who's operating the fund, how many people it's bailed out or... fucking anything really? The place is basically a war zone, how would you keep track of the relevant info even if you wanted to?

You know, just a random thought. But with all the carnage and law enforcement stretched thin; I'm wondering why any enterprising rioter doesn't take advantage of the law being distracted and go for the higher ups while they're at home. Obviously they're gonna have a guard or two; but everyone else is busy and they'll be up late into the night. Strike when they're not expecting it.
