It is not a genuinely held belief and will be discarded is the balance of costs and risks equation changes. The worst civilian massacre by military in recent US history was at Kent State and only 4 people died then. If they turn automatic weapons on protesters then those protesters will return fire, maybe not today but in the near future. Only one black man was murdered by a policeman and already some police station(s) have been burned down. Those MPs and National Guard troops are certainly under strict orders not to open fire. In the unlikely event they face a serious threat, they will retreat rather than fire their weapons at civilians.
