Some of it from the Latin kings is likely just politicking. Central and South American gangs try to keep an image of themselves out there as an alternative form of law enforcement, which aids them in their operations as people in shithole areas are a lot less likely to go against them.

You know, it'd be pretty easy to draw up the maps, every city has a GIS department. Just leave your officers in zip codes that voted for Trump. Place them around the main thoroughfares into those areas and fuck everywhere else. Don't have any Trump zip codes? Send your officers home to protect their families from the violent terrorists out torching buildings. Let these cities burn. Let them have their "community policing".

I don't know where she is (and sorry...I'm like 60 pages behind - no matter how fast I read, if I take a shit, I'm already another 20 pages behind!) but I'm in NYC and at 8pm I got an emergency text with my phone screeching that annoying as shit emergency tone telling me point blank curfew starts at 11. Bitch is lying.
