Every time I have been to DC, the contrast in racial and socioeconomic classes never ceases to amaze me. You have some of the wealthiest and most powerful elites in the country a few miles from Chicago-tier ghettos, yuppie gentrifiers living flush against impoverished black neighborhoods. I always knew that if SHTF and there was an uprising or power outage or something, that the city would be a fucking nightmare. I think things are going to continue getting worse in Metro DC unless there is a massive influx of troops and police. Robust police presence has always been the only thing really keeping that place under control and stopping it from going back to the Bad Old Days (which really weren't that long ago) when it was the murder capital of the US.

easy answer, there isn't a Franco. people seem to forget when making historical allusions, it doesn't mean a guaranteed win.
