it is highly improbable that a 9 year old would be able to qualify. I doubt many under 14 would be able to. personally, i think a woman who plans to reproduce should withhold it until she meets the guy she's going to breed with and recreational sex should be prohibited under all but special circumstances under 16. To meet the inevitable troll, i sincerely believe that Sabrina, at 15 and 9 months, would have qualified. I also believe that there would be a lot of unwanted babies who wouldn't be born and a lot of diseases that wouldn't be vectored if the law were to be reformed making it easier for women of at least 15 to mate with men under 30.
