Then we'll have to agree to disagree completely then. There is no way to "know" when every single person on this planet is both mentally and emotionally prepared for sexual relations, so the law in most countries that prefer to err on the side of caution (like the US) set the bare minimum age to a pretty high number in general, like 18, though some places allow as young as 16 under certain conditions as determined by applicable state law.

For the record, I support erring on the side of caution completely.
