No you fucking dipshit. He has power, but the states have to request for help before he can provide it. Its possible for the President to invoke the Insurrection Act, but that's basically the nuclear option.

If they really wanted to pack the prisons they'd flood the black communities with violence and drug-glorifying media, and teach them that wanton killing, burning down their own neighborhoods, was a powerful method of political protest; teach them that law-breaking and mindless violence was acceptable/tolerable via lowered standards, loose legal restrictions, and law enforcement that is terrified of being called racist to the degree that you can get away with numerous crimes as a matter of routine.

Then teach them that they have no responsibility for any of their actions, and can expect reduced repercussions if any at all. How effective would that be?

You can only go so far lobbying police to arrest them (how effective that could be, I doubt), as you actually do have to have evidence that they've offended.

So...I find some things a little fucky about that site. 106k respondents from a site that was getting less than 350k uniques or less before March when they jumped 100k?

I went through a survey and at no time did I need to prove anything I said. Very curious how they scrub their data.
