That stupid movie gave the impression it was somehow a fascist oligarchy. Civilians in the Federation could protest, have free speech, be entitled to private property and all that jam. They just could not vote or run for public office. Only citizens could do that and to be a citizen you had to do a term of federal service (not necessarily military). It was even made a constitutional right for every civilian no matter their circumstances, to conduct federal service and that the service be tailored to their specific skills and capability. As an example, a quadriplegic certainly could not help repair roads or serve in the military, but they could help scientists study ways to treat their condition. The other right is if at anytime a civilian wants to stop their term they can also do so. Knowing there are no second chances.
In the book its depicted that most people were too content and lazy to even contemplate doing it. Voting was unimportant to them so why bother. The subtext to this being that the people who do end up voting actually care about it.

The cop shouldn't have put his knee to Floyd's neck for fucking almost 9 minutes. He should have checked on Floyd, especially once he was unconscious. The other cops should have called out Chauvin and checked on Floyd.
The rioters and the looters should have had some self control and not went wild like a bunch of animals, setting back race relations at least 20 years and making a mockery of any peaceful protests just trying to get justice and change to police procedures.
