Awful large assumption that they could carry plywood thick enough to stop bullets. Then again, if you hit it with an explosive, well you got a big pile of splinters flying around, don't you?

Large assumption that scanners would be useful to a disorganized mob that won't react to the information.

Even larger assumption to think police don't have counter measures planned.

Are they insane enough to think that if they try invading the suburbs and get shot by Bill and Karen that they can somehow edit the footage well enough to get the military to confiscate all the guns and forcibly collect reparations or some shit?

Depends on your price ceiling but if you want a moderately priced bolt action you could go with a Ruger American or a M77 if you luck out.
