Well you're right. Turns out when people said erasing religion as a common moral basis that "oh don't worry, humanism will replace it and you won't notice a difference when everyone is openly atheist" they were kinda lying. IMO It won't always work as you need enough people completely detached from the issue to join your lynching. Aka the public or twitter users.

If it's internal, the personal connections tend to be stronger and could hamper such attempts and will require actual proofs. There's also a chance of it completely blowing up in your face and ruining your life if they have the anti-proofs, conversely.

This is just a bunch of words with no actual solution behind it.

Once you escape the "buzzword buzzword buzzword" of it, it's basically just the police equivalent of a company engaging in a rebranding strategy. They make them seem like the nice and fun police force you always wanted through social media and faux personal interaction.

That being said, there is some merit in the idea of police being more proactive in seeming like a part of the community rather than outsiders. Unfortunately, a lot of communities (especially in dense, urban areas) don't have much of a sense of togetherness to begin with, so integrating into the community is probably not going to be accomplished by friendly tweets and on-foot beat cops hanging out with the locals.
