To be fair, flashbangs are fucking nasty, too. Video games actually tend to drastically undersell them, and their effectiveness tends to drop off dramatically when used outdoors, but under ideal conditions (going off at your feet in a small concrete room), a flashbang would fuck you up to the degree that most video games would just go ahead and call it a kill, the same way they do with foot shots.

Is no one going to tell them they 'defunded' the new Camden Police by just paying them less, but using the savings to put over twice as many officers on the street and have them police more aggressively? Not by coming up with some novel soy-infused public safety division to talk to criminals about their feelings.
