In short, this is for now a local government issue. Both the Governor and Mayor are fucking ideologues who don't want to do anything, and the Police have kindly told everyone to fuck off since they aren't going to start a small scale war over ideologues. The federal government has no way to do anything here.

If it's going to be destroyed anyway, whether by running out of supplies because the idiots want everything for free or at best pay in cigarettes and toilet paper, or by them just deciding to "celebrate" by breaking all of your windows and spray painting the walls. At least you'd have a chance with a lawsuit against the city for letting them do this If you just boarded up and had it looted. Giving in means that you likely have no chance with a lawsuit for damages, and I bet your insurance will nope the fuck out too.

Nah I disagree for the police. These things can do damage, but they can be very useful for pain compliance.
That bint in the above video is using it ineffectually, but I can tell you right now if she had swung that thing with appropriate force be would have let go of her partner quickly - or weakened him enough so her partner could struggle free.
Further to this, they're very good for leverage. You want someone's arms out so you can cuff them, or make sure they don't possess a weapon when they're on their front - you easily place the baton under the armpit, and leverage it between the ribcage and the arm. Hurts like fuck, and gets the arms out. Ideal.
For example.
Plus, it can be useful as a means to create distance. Especially if someone has a bladed weapon, or a bat themselves. Obviously, it's not ideal, but if you're not routinely armed with a firearm this is better than your hands.

There is a psychological problem here, and its why I actually support just bringing back actual billy clubs. The baton feels lighter and weaker than it actually is, this leads to an issue of officers using too much force with them or, knowing of that tendency, too little. Yet it does have legit reasons like you mentioned.
A good old billy club has heft and feel, its something you can much more easily gauge appropriate force with and still perform other solid functions.
Ironically, I think the modern police baton is a fuck up of the lefts making, since they saw the good old billy club and thought "That is barbaric!" and sought to create a solution that LOOKS less severe but which has actually lead to MORE damage.
